Non-Time Critical Removal Action

On October 12, 2021, the U.S. Department of the Interior (DOI)The United States department charged with conservation and development of natural resources. The U.S. Department of the Interior uses sound science to manage and sustain America’s lands, water, wildlife, and energy resources, honors our nation’s responsibilities to tribal nations, and advocates for America’s island communities. directed the Pacific Gas and Electric Company (PG&E) to remove contaminated soil and/or debris found in waste areas of concern in areas on federal lands (Havasu National Wildlife Refuge) or at locations where contaminants in soil have the potential to migrate to federal land, through the issuance of the Non-Time Critical Removal Action (NTCRA) Memorandum. The NTCRA was necessary to abate, prevent or eliminate the release or substantial threat of release of hazardous substances onto the Refuge lands which are under Federal jurisdiction. Contaminated soil and/or debris was deposited as a result of PG&E’s past operations and historical waste disposal practices. The contaminated soil was determined to contain elevated levels of metals, dioxins, and furans.

PG&E submitted a draft Work Plan in October 2021 and consultation for the removal activities immediately ensued. DOI approved PG&E’s Work Plan on June 27, 2022. The removal action commenced on July 25, 2022. Work was completed in February 2024 and approximately 34,706 cubic yards of contaminated soil/debris was removed.
 

Pursuant to the final Soil NTCRA work plan, PG&E is preparing a Completion Report for submittal to DOI following completion of the field implementation.
